I applied for visa on 10th December, i met all the requirements except IELTS, as i have only 5.5 band. they can reject me only because of this? moreover, they didnt contact me after 3 weeks.

Well generally they require 6 bands on IELTS , but i have seen some students getting visa even without IELTS , so keep your hopes high, if your application is strong they wont create problem , if it isnt , they might just use this as an excuse.
